If you are looking to reduce your marketing expenses and increase your business enquiries you may want to consider is the trusty old "Joint Promotion". 
A joint promotional strategy is where you team up with another business that shares the same target market as you and you market to them together. Thereby sharing the advertising costs 50/50.
This strategy is for businesses who have complimentary services to one another and there products and services are not competing.
For example;
An image consultant and hairdresser may share the costs of creating flyers in which each business is promoted either side.
